EV 0607-01: Food and Beverage Changes within the UW System Resolution
WHEREAS, the current food and beverage options at most UW-system campuses are not meeting the social, environmental, and health expectations for all of the students.
WHEREAS, options that are locally grown, organic and fair trade certified, and contain natral
and whole foods do meet the social, environmental, and health expectations that are otherwise
missing.
WHEREAS, if the UW System did take a position on these issues it would allow for a more
complete and comprehensive policy change within each UW Campus and the System as a whole.
TI3EREFORE BE IT RESOLVED, upon passage of this resolution, the United Council President
shall be responsible for sending this resolution with the following letter to UW System President
Reilly, Board of Regents President Bradley, and to the Chancellor of each institution to be
passed on to the campus' food service liaison, on official United Council letterhead.
THEREFORE BE IT FINALLY RESOLVED, that the United Council President and Academic
Issues Director of United Council shall be responsible for following up on the progress of
implementing the requested changes with the UW-System and Board of Regents Presidents and
seeking substantial policy changes for food and beverage options within the UW-System.
Dear UW-System President Reiily and Board of Regents President Bradley:
We United Cohncil, the shared governance body of the UW System Students, believe that
the food and beverage options at our respected institutions do not meet our expectations and are
having a negative impact on social, economic, and environmental issues around the world. We
feel that having fair trade certified, organic, whole, and locally grown food and beverage options
such as coffee, tea, produce, meat, and dairy products will allow us as students and institutions to
have a choice in what we consume and what our relationship with the rest of the world is. It is a
fact that products that are locally grown and certified fair trade or organic are better for the
environment, the local economy, and, most important, the health of individuals consuming and
producing them. This letter is to request that you as a system come to our aid and assist us in
addressing these issues and obtaining our goal of having these products be an option at each
campus.
The UW System oversees 13 two year colleges, 13 four year institutions, and a collective
160,000 students. The mission of the UW System is *to discover and disseminate knowledge, to
extend knowledge and its application beyond the boundaries of its campuses and to serve and '
stimulate society by developing in students heightened intellectual, cultural and humane
sensitivities.. .inherent in this broad mission are methods of instruction, research, extended
training and public service designed to educate people and improve the human condition. Basic
to every purpose of the system is the search for truth." We, United Council, believe that
searching for the truth means searching for less detrimental products. By making options such as
fair trade certified and locally grown products an option at each campus and educating the
campus communities about the importance of these products, it will indeed develop students'
sensitivities and improve the human condition. As an example, fair trade certified products, such
as coffee, ensure that the farmers in the third world are being paid a living wage and, in turn, can
support their families. If fair trade products are not an option at each campus, how are we as a
system improving the human condition?
President Reilly and President Bradley, the time is now for the UW System to take a
stand and help protect the future by ensuring healthier and more environmentally friendly
products to be available at each campus. The demand for these products is apparent, but the
students at each university have been fighting a loosing battle with their food service providers
and administration to enact these important changes. We, United Council, request that you as the
leaders of the UW System take a stance and help us change system policy so that these options
are a must at each college. Please help us so that all options are available at each campus and
that all individuals have the option to vote for a better future when they spend a dollar at a UW
campus.

EV 0607-02: Sustainability Reserve Resolution
WHEREAS, campuses like UW-Stevens Point have created a "sustainability reserve," which is a
reserve overseen by the SUFAC or finance committee. The SUFAC sets an amount each year for
how much segregated fee dollars go into the account.
WHEREAS, the money in the "sustainability reserve" is used solely for sustainability projects
within the campus. Examples of projects the money has been used for include purchasing solar
hot water heaters for the indoor pool and residential halls, building rain gardens, replacing light
bulbs and other electronics with their energy efficient counterparts, and purchasing trees for the
campus.
WHEREAS, using student segregated fees for these projects allows for students to have a direct
and positive impact on the environment and the future.
THEREFORE BE IT RESOLVED, that United Council encourages all member campuses to
look into creating a "sustainability reserve" for their campus through whichever financial process
already exists.
THEREFORE BE IT FINALLY RESOLVED, that the United Council Finance and
Development director shall send this resoiution to the Student Government President, Vice
President and SUFAC Director/chair at each member campus.
EV 0607-03: Graduation Pledge Alliance Resolution
WHEREAS, The Graduation Pledge Alliance is an optional pledge that students can sign when
they graduate college. If a student signs the pledge, they are signing to agree to take into account
the social and environmental aspects of any job that they would choose in the future.

Technology Fee and all other institutions are required to having a minimum of 2%,
WHEREAS, institutions cannot transfer the surplus to another fund that is in need of more funds,

Technology Fee Percentage, institutions therefore will minimize the amount surpluses,

amount per credit segregated fees students have to pay,

that Information Technology Fee Surpluses can be minimized.
LC 0607-02: Supporting Insurance Coverage of Students on Medical Leave
WHEREAS: United Council supports access to higher education and the rights of students, and
WHEREAS: Some students who go on medical leave would no longer fit their insurance
company's defiit ion of student, and
WEEREAS: Students who to go on medical leave can have their insurance coverage dropped,
and
WHEREAS: The main objective of Assembly Bill 280 is to ensure that students cannot be
dropped from insurance coverage

We the United Council of the University of Wisconsin Students move to support the creation of a
legislative bill to require a campus to hold a student referendum when before increasing
segregated fees for the building or renovation of campus buildings.

buildings, they must have a voice,

for the use of renovating or building campus buildings,

WHEREAS, the current maximum award is $2250,
WHEREAS, the amount needs to be updated to reflect the current costs of college,
THEREFORE BE IT RESOLVED,United Council supports Assembly Bill 389 which would
increase the maximum award of the Academic Excellence Scholarship to the cost of tuition and
fees to the UW or technical college in which they enroll.
LG 0607-07 Offering Voters the Chance to require of themselves a Photo ID to Vote
WHEREAS, United Council seeks to increase access to higher education,
WHEREAS, voting is one of the key mechanisms through which students build and express
electoral power
WHEREAS, students and other voters may forget that they required a photo identification of
themselves when they registered to vote,
WHEREAS, while a student is allowed to provisionally vote, and then have until 4pm on the day
after an election day to present their photo ID to the City Clerk's office, it is possible that this
does not happen for whatever reason, and thus the vote would be invalid,
WHEREAS, this bill could have the unintended consequence of disenfranchising voters and
reducing voter turn-out,
WHEREAS, this bill potentially initiates a slippery slope toward a required photo identification
to vote which United Council has historically opposed,
THEREFORE BE IT RESOLVED, United Council of UW Students opposes Senate Bill 200
which would give electors registering to vote the option to require of themselves a photo id to
vote in the future.

restroom facility policy
WHEREAS, the United Council of University of Wisconsin Students is dedicated to protecting,
bettering, and furthering the rights and access to education for all UW students; and
WHEREAS, both the United Council of UW Students and the University of Wisconsin system
include gender identity and expression in governing policy documents regarding non-
discrimination; and
WHEREAS, failure to provide gender-neutral facilities is an act of discrirn inat ion, and results in
a hostile campus environment for trans and gender-variant people, real and tangible safety issues
for trans and gender-variant people, and the loss of students, faculty, and staff, all of which hurts
the UW community as a whole; and
WHEREAS, the United Council of UW Students has passed a resolution supporting the
implementation of gender-neutral restroom facilities on UW campuses, in all new campus
buildings, and all buildings slated to undergo major renovation in the future; and
WHEREAS, there is, however, no standard policy for the provision of gender-neutral restroorn
facilities; therefore
BE IT RESOLVED, that the LGBTQ Issues and University Affairs directors of the United
Council of UW Students lobby the Board of Regents for a standard, system-wide policy
requiring all new UW buildings, and all U W buildings slated to undergo major renova tion in the
future, to include gender-neutral restrooms.

WHEREAS, the United Council of University of Wisconsin Students is dedicated to protecting,
bettering, and furthering the rights and access to education for all UW students; and

WHEREAS, no action has been taken to implement and/or enforce this policy; and

Brief Description of Problem and Proposed Solution:
Over the past couple months there has been growing buzz around the consideration of race
and class in UW Systems Admissions. Although there has been positive support from some
groups like United Council and the UW Board of Regents, some state officials have still been
unable t o see how these considerations helps make our universities and colleges accessible
t o all students. As a result, there has been negative media attention around the
consideration of race and class in admissions and discussion among legislators of potential
bills to eliminate or hinder there use. We propose that the students of United Council run a
campaign t o fight any potential legislation while it is still small and in committee and
generate positive student support about this issue among students by educating them.
Please explaln briefly how/if this issue meets the following quallficatians:
1 Will result in concrete improvement in students' Ifves:

Affirmative action improves campus climate by making the UW Universities more
representative of the Wisconsin economy and racial profiling. It helps protect students from
discrimination, whether racial or economical, while giving underprivileged students
confidence in applying for higher education. Affirmative Action can enrich campus life by
providing diversity and cultural learning opportunities through vast numbers of different
types of students.
2. Is winnable
This campaign would be won by reaching a specific amount of students throughout
Wisconsin with education and awareness on Affirmative Action issues. By determining
attendance numbers, quantity of brochures handed out, number of phone calls, and other
information given away, we can determine the success of this campaign. If legislation was
written by the state, we would win by having the numbers to stop it and a resounding
student voice t o be heard.
3 Has a clear target
.
Since there is currently no legislative movement on Affirmative Action, our first target is t o
educate the student population whlle creating a positive b u n in the media, I f legislative
action is taken, we will continue to educate the students and public while taking on the
initiative to educate government representatives from that committee.
4. Currently has strong interest o n campuses statewide:
This issue has been widely discussed in campus papers as well as state and national press
which demonstrates student and citizen interest. Furthermore, in December at a committee
meeting where the issue was discussed among legislators and public appointees, 200
students from all over the state drove to the state capitol t o stand in support of affirmative
action. When students from farther away areas like Steven's Point couldn't drive i n on a
school night, their student government wrote a resolution that was distributed to committee
members. This issue is clearly deeply felt if students, without a formal campaign, have
been willing to write about it and drive long distances t o support it.
5. Is likely to be debated and/or acted upon by the state legislature, UW System
Administration, or the Board of Regents in the next year:
Affirmative Action has already been debated by a committee including members of the state
legislature and the Board of Regents with input from UW System administrators. We expect
that debate to continue In the next year. One legislator in particular, Senator Grothman (R
- 20th Senate ~istrict),stated in a study committee that he planned to bring up legislation
to hinder affirmative action in UW System admissions at a later time.
However, because it is impossible to grasp a firm timeline on any potential legislation at this
time, we recommend that UC's campaign focus on educating the student bodies on
campuses around the state, in order to proactively support affirmative action until
legislation is put fourth. Our efforts in the coming year would allow students to work from
the start on this issue, to gain better credibility around the issue and sharpen our
organizing, rather than entering at a later stage.
6. Will Strengthen and expand grassroots investment in United Council
Affirmative Action Is an issue that affects many students in the UW system. Through this
campaign, United Council will be using many grassroots techniques to educate the student
body, as well as the community. This will be a strengthening grassroots experience, not just
for United Council members, but for all students on UW campuses. Through the education
campaign, the UW system will be presenting a not often seen, publicly united front under
United Council.
7. Is directly related to higher education
Affirmative Action deals directly with higher education by making college more accessible to
targeted minorities and low income groups, while also making sure that our Universities are
diverse. It is imperative t o an enriched college experience to have a system where all
students have the ability to be accepted into higher education.
Wlth United Council's organizational considerations in mind, please outline your
suggestions for how UC could work on this issue:

WHEREAS, if passed by the Board of Regents, proposed amendments to Chapter 17 would
enable universities to suspend students for accumulating several minor legal offenses such as
drinking, traffic, and noise citations, and
WHEREAS, if the amendments are defeated, students will enjoy the same freedoms they do
under the current Chapter 17, and
WHEREAS, preventing the Chapter 17 Amendment would maintain students' liberty from being
punished by the university for something that local, state, or federal law already punishes, and
WHEREAS, defeating the amendment would save students from being subject to what is legally
referred to as "dual punishment," or facing punishment more than once for the same offense, and
WHEREAS, the amendment has potential to negatively affect students of all backgrounds, and
WHEREAS, because the amendment sets additional restrictions on student access to higher
education,
THEREFORE BE IT RESOLVED, that United Council opposes any amendments to Chapter 17,

WEREAS, individuals come from different socioeconomic backgrounds,
WHEREAS, a person's socioeconomic background is extrernety influential in the quality of their
education; and
WEREAS, institutions within the UW-System believe in providing equal access to education;
and
WHEREAS, information regarding prospective students socioeconornic background opens up
educational avenues to more of the human populous, forges a better understanding of our world,
and creates a more diverse student body; and
WHEREAS, UW Academic and Student Services Associate Vice President Ron Singer cited the
challenge of incorporating the socioeconomic status of prospective students in his report to the
Board of Regents in April 2007; therefore
THEREFORE BE IT RESOLVED, that UW-System do an audit examining the methods that
Institutions of Higher Education use in gaining information about prospective students
socioeconomic backgrounds.

before the Board of Regents' vote on Chapter 17 is and how to frame the issue so that student
input on Chapter 17 reaches a critical mass within a day before the vote to maximize the
psychological effect on the regents when they vote. In addition, the UC President andlor Vice
President and/or University Affairs Director can explain this issue during staff introductions
before committee meetings at this year's General Assemblies.

Proposed Campaign Title: Student Art Campaign (SAC)
Brief Description of Problem and Proposed Solution:
Currently all construction projects on state owned buildings or property set aside a % of the
allocated budget towards art. This art is chosen by the State Arts Board, a committee of "art
professionals" and designers who choose an artist, the type of art, and where it goes. UW
campuses are seeing art constructed using student tuition money and having no say in what art is
chosen. We purpose that United Council run a campaign for increased student representation
and input on the art disptayed in buildings constructed using student tuition dollars.
Please explain briefly howlif this issue meets the following qualifications:
1. Will result in concrete improvement in students' lives
This proposal is meant to increase the amount of input students have in the art selection
process. This will ensure that student dollars are spent on student supported projects.
2. Is winnable
There are already solutions being drafted in the state legislature, but nothing has been
finalized.
3. Has a clear target
The target of this campaign allows students to have input on the art selected to be displayed in
student funded buildings.
4. Currently has strong interest on campuses statewide
This issue has an effect on every campus in the UW system Student input on student funded
projects should be a priority of every student.
5. Is likely to be debated andfor acted upon by the state legislature, U W System Administration,
or the Board of Regents in the next year.
The state legislature is already drafting solutions to this problem, but there needs to be student
input and involvement in these discussions.
6. Will strengthen and expand grassroots investment in United Council.
This issue goes directly to the goals of United Council and can establish a clear victory on behalf
of students statewide.
7. Is directly related to higher education
Student input in these decisions would benefit art students, giving them experience in their
designated fields, while ensuring that students are represented in the decision making process
where it involves student tuition dollars.
This campaign could be run using a variety of grassroots tactics and lobbying. Whiie
targeting the appropriate people at the appropriate times, students can collect
signatures, generate phone calls, do visibility events, and lobby their legislators both in-
district and in Madison. The tactics should build in intensity, and we should create
some large, creative, memorable ways to build visibility and put pressure on lawmakers.

GA 0607-01 Environmental and Sustainability Issues Director Position
WHEREAS, A United Council Environmental and Sustainability lssues Committee was created
as a standing committee and written into the United Council Constitution on the 2006-07
academic year.
WHEREAS, every other United Council Standing Committee has a full time paid staff position
associated with it.
WHEREAS, there is a projected financial surplus of $78,090 for FY 06-07 and $43,040 for FY
07-08.
WHEREAS, the base salary for all full time staff positions within United Council is $26,707.
THEREFORE BE IT RESOLVED, An Environmental and Sustainability Director Position be
created and written into the budget starting with the 07-08 academic year.

WHEREAS: United Council sponsors the Women's Leadership Conference, and
WHEREAS: UW- Oshkosh began this conference in 1996 as a one day conference and has
grown into a three day event, and
WHEREAS: UW- Oshkosh would like to host the conference, and
WHEREAS: UW- Oshkosh has taken the preliminary steps towards hosting the conference
including reserving all rooms,
THEREFOR BE IT RESOLVED: That University of Wisconsin- Oshkosh hosts the 12* annual
United Councii Women's Leadership Conference on November 9-11,2007.
