b. University Affairs Director ~ 1. There is a new student regent Cally Thomas from Madison. 2.
There are a new President and Vice President of Board of Regents. Have been working on student membership on UW system committees, attending Board of Regents Meetings & Hearings, setting up campus buddy visits
c. Women’s Issues Director ~ CCRV passed in Senate and is currently in Assembly. Working on rising cost of Birth Control at campus Health Centers and with Oshkosh on Women’s Leadership Conference.
d. Legislative Affairs Director ~ Working on lobbying at the capital for the budget campaign. Went to Milwaukee to work on their UC referendum. Also, working on 3 referendums.
e. Finance and Development Director ~ Worked with the committee to look at set up of UCF and with Caryn on UC Budget.
f. LGBTQ Issues Director & Executive Director ~ Yeah to the passed referendums at Sheboygan, Milwaukee, River Falls. There are many job openings. This is my last GA so BYE! Working on preparing for new incoming staff training. Also, Sara Tibebu had to be released as Multicultural Issues Director so Cedric Lawson will serve as interim Multicultural Issues Director. For LGBTQ, working on legislative issues and setting up a lobby day.
g. Multicultural Issues Director ~ Welcome Cedric Lawson from Madison as interim Multicultural Issues Director.
h. Organizing & Communications Director ~ See his report in packet!
i. President ~ Disappointed that this meeting started a half-hour later than scheduled. For following GA’s, please be on time to start promptly when scheduled. As chair, I will instate the rule of the speakers list as 5 mins for first time speaking and 3 mins for second time speaking per delegate.
Another chair rule of submitting basic resolutions to me by 10 days prior to GA.

4. Stout ~ Doesn’t rock cost of food. Only ask for letter to be sent to have them look into this. Should be willing to do this for employers to earn a living wage.

3. Eau Claire ~ Bad planning makes the surplus so should be used by the students.
4. Stevens Point ~ Agree with Eau Claire and at Point used every penny.
5. Parkside ~ We don’t have surplus and our campus is behind on updates.

1. Parkside ~ Represent all corners of state
2. Eau Claire ~ Disagree with this. Governor has choice to find best fit.
3. La Crosse ~ Agree with Eau Claire. Should have good candidates.
4. Stout ~ Don’t short change regions of state. Not in best interest.
5. Stevens Point ~ Doesn’t increase student voice.
6. Oshkosh ~ Might not get best candidates and governor has done a fine job with his appointments.
7. Milwaukee ~ Need individuals with different experiences to be on board.

m. LG 0607-05: Campus Building Referendum Legislative Bill Proposal

ii. Discussion:
1. Stevens Point ~ Good idea, but where would it go?
2. Eau Claire ~ Problems on campuses with campaigns. 2 surveys given passed this issue while previous referendum failed.
3. Milwaukee ~ Help me? Respectful student government
4. Stout ~ Good idea because poll students and have accountability.
5. Oshkosh ~ Campus issue not legislation. Student Government members are elected by students to be the voice of the students.
6. Stevens Point ~ Takes some years a while for fees to be collected and for
services/buildings to be done.
7. Madison ~ Do need checks and balances. Protects from administration.
8. Barron ~ New buildings went up on our campus and students were happy with the fees so good to have student voice
9. La Crosse ~ Advising, not binding? Yes!
10. Stout ~ Call to question.

iii. Discussion on package:
1. Stout: Friendly amendment: add current to therefore be it resolved. Fails.
Friendly amendment: to change therefore be it resolved to add regarding punishment of off campus behavior. Passes.
2. Eau Claire ~ Irresponsible of us. We don’t know the exact amendment(s) that will be made to this. We can take action later. It’s not double jeopardy.
3. Sheboygan ~ Motion to change all “double jeopardy” to “dual punishment”
(Stout). Passes by acclamation.
4. Oshkosh ~ Now is the time to act on this issue. This issue may come up quickly before next GA.

i. Motion to floor (La Crosse, Stout) Passes
ii. Discussion:
1. Stevens Point ~ Need for position. Need for approval before Budget.
2. La Crosse ~ Other committees have staff so why not this one.
3. Lara ~ Surplus: Budgeting to spend more than revenue. No guarantee we can sustain funding for this positions in following years.
4. Oshkosh ~ Might not be able to fund long term. Committed at February GA and said would not need a Director.
5. Milwaukee ~ Will director be beneficial since still a new committee?
6. Stevens Point ~ Can crunch numbers to make work.
7. La Crosse ~ Need to support and environment is important. Is it recognized as
strongly as other committees then?
8. Eau Claire ~ Deceived at February GA. Like committee as is (student run).
9. Stout ~ Value environment. It’s a new GA.
10. Madison ~ Need the support. Look at role of organization. Do we have the time? We need more time for the committee to give feedback and to formulate the committee further.
11. Stevens Point ~ Do students have the time to commit to more causes of this organizations?

i. Diversity Retention Programs
1. Motion to floor (Eau Claire, La Crosse) Passes
2. Discussion:
a. Eau Claire ~ We are deficient in retention programs. Not as system
taking retention as a priority.
b.  La Crosse ~ Need this campaign.
c.  Milwaukee ~ Need system audit?
i. Response from Eau Claire: No, but campuses should audit themselves
d. Milwaukee ~ How administration works on this?
i. Response from Eau Claire: Yes, have your administration work on this
e. Stout ~ What happens after Plan 2008? It’s a grey area for Multicultural Issues Director to work on.
f. Madison ~ Challenging to work on since each campus has specific issues to address.
g. Eau Claire ~ It will be difficult but necessary. Need for progress reports.
h. Stout ~ Essence is to help directors at each school to share what is working and what is not.
i. Motion to table (Milwaukee, Sheboygan). Fails
i. Eau Claire ~ Let’s vote! UC is essence to maintain diversity.
ii. Madison ~ Let’s vote on campaigns now!
j. Madison ~ Work with many others on this campaign (i.e. regents,
administrators, etc.) May be too broad. Campus wide issue more than state wide issue.
k. Stout ~ Plan 2008 will end soon and retention is down. We represent the students and this would show that we care
l. Stevens Point ~ Why not brought up in Multicultural Committee?
m. Eau Claire ~ Perfect way to do grassroots organizing on our campuses and to have students work towards this on own campuses. Will strengthen UC.

bb. Approval of United Council organizational budget FY 07-08
i. Lara ~ Discussed the changes and reasoning for changes on budget.
ii. Stout ~ The position would not be filled for the full allotted time.
iii. Motion to reinstate the rules (Stevens Point, Parkside) Passes.
iv. Motion to add Environmental and Sustainability Issues Director budget line under the personal and professional costs in expenses for $26,707 and to increase respective line items that need to be changed accordingly. (Milwaukee, Parkside). Fails.
v. Motion to challenge the chair’s decision on GA 0607-01(Madison, Oshkosh)
1. Stevens Point ~ Confused - We now need 2/3 vote?
a. Response from Jeff ~ Challenging use of Parli Pro since need 2/3 to approve budget.
2. La Crosse ~ The original resolution did not involve the budget.
3. Stevens Point ~ We need to remove or pass budget as a whole.
4. Parkside ~ Budget as whole needs 2/3 to pass. Specific line items as well need 2/3 to approve.
