WM/LG 1007-01 Supporting the Original Compassionate Care for Rape Victims

WHEREAS, United Council has already taken a stance supporting Compassionate Care for Rape Victims,
WHEREAS, Speaker of the Assembly, Mike Huebsch, has added an amendment to
CCRV that is detrimental to the spirit of the bill,
THEREFORE BE IT RESOLVED, United Council supports CCRV in its original form,
THEREFORE BE IT FINALLY RESOLVED, United Council President, Jeff Allen, shall
write a letter to Speaker Huebsch and other appropriate members of the assembly in
support of CCRV in its original form.

WM/UA 1007-03 Resolution to Fund UW-Colleges Mental Health Counselors
WHEREAS, mental health counseling availability on University of Wisconsin Colleges
campuses is a priority to Wisconsin students,
WHEREAS, United Council of UW Students has passed a resolution in support of mental health counselors on University of Wisconsin Colleges campuses,
WHEREAS, access to quality mental health services means access to quality higher
education,
WHEREAS, Wisconsin students feel a sense of urgency in the need to instate counselors on all University of Wisconsin Colleges campuses, especially campuses with university housing facilities,
WHEREAS, the level of non-allocable segregated fees must be minimized in the
University of Wisconsin System,
THEREFORE BE IT RESOLVED, that Wisconsin Students are in support of a non-
allocable segregated fee to fund a mental health counselor on all University of Wisconsin Colleges campuses until the 2009-2010 biennial budget where GPR funding must be sought,
THEREFORE BE IT FURTHER RESOLVED, that other sources be sought while
waiting for the next state budget cycle,
THEREFORE BE IT FINALLY RESOLVED, that student support for a non-allocable
segregated fee funding will expire at the time of reagent approval of the next biennial UW system budget.

WM/EV 1007-04 In Support of the Fairness in Flowers Campaign
WHEREAS, workers in the flower industries in Columbia and Ecuador experience a
number of human rights violations and labor violations,
WHEREAS, women in this industry are forced to take pregnancy tests and sign contracts saying that they won’t get pregnant to ensure that the industry does not have to provide maternity leave,
WHEREAS, Dole comprises twenty percent of the flower industry in Columbia and
Ecuador and distributes flowers to schools in the UW system,
WHEREAS, many of the pesticides used by Dole are leading to health defects in the
women and their children,
WHEREAS, these pesticides also contaminate water sources and the soil, both of which have detrimental effects to the environment,
WHEREAS, the Fairness in Flowers Campaign deals with reproductive, environmental,
and economic issues,
WHEREAS, the Fairness in Flowers Campaign does not encourage a boycott, but wants students to raise awareness about the hardships endured by being employed through Dole,
THEREFORE BE IT RESOLVED, that United Council supports this campaign and
tactics outlined by the campaign, encouraging campuses to do the following: file a
Freedom of Information Act, meet with campus purchasing departments, and partake in the Postcard Petition Campaign.

WM 1007-05 Support of the Birth Control Protection Act
WHEREAS, United Council supports women’s rights and access to birth control,
WHEREAS, Pharmacists have a legal and ethical obligation to facilitate patient access to safe, legal medication rather than become an obstacle to access,
WHEREAS, Wisconsin law states that pharmacists have a legal obligation to dispense
medications and cannot take any actions which harm the health, safety or welfare of a patient or the public or discriminate against patients because of gender,
WHEREAS, The Wisconsin and national code of ethics for pharmacists establish that the practice of pharmacy must be patient-centered, rather than self-centered around the personal beliefs of a pharmacist,
WHEREAS, The Birth Control Protection Act will ensure that pharmacists are not
refusing to fill safe, valid birth control prescription based solely on their personal beliefs,

THEREFORE BE IT RESOLVED, That United Council stands in support of the Birth
Control Protection Act.

LQ1007-01 Establishing Policy Regarding Re-Signing Existing Restrooms to
Gender Neutral Restrooms
WHEREAS, United Council of University of Wisconsin Students has a commitment
supporting all members of the University of Wisconsin community,
WHEREAS, both the United Council of UW Students and the University of Wisconsin
System include gender identity and expression in governing policy documents regarding non-discrimination,
WHEREAS, considering the inactivity of previous resolutions (LQ0407-01 and
LQ0607-01) in regards to gender neutral restrooms,

WHEREAS, many buildings will not under go major renovation in the near future,
BE IT RESOLVED, existing buildings must re-sign existing restrooms to provide gender
neutral restrooms,
BE IT FURTHER RESOLVED, where there is only one restroom per floor it shall be
gender neutral; where there are three restrooms per floor one of the three shall be gender neutral;
BE IT FURTHER RESOLVED, where restrooms are resigned the sign shall read “gender
neutral restroom,”
BE IT FINALLY RESOLVED, where there are two restrooms LGBTQ and allied
campus leaders shall form a committee to determine which restrooms will be resigned, so long as they provide at least one gender neutral restroom on each floor of every building (excluding residence halls).
