GA 1007-02 Support of Student Segregated Fees
WHEREAS, Wisconsin state statute 36.09(5) states that students shall have the primary role in administering the segregated fee system,
WHEREAS, Right now, this ability for student governments to distribute segregated fees is being put in jeopardy,
WHEREAS, Currently, segregated fee policies (F20 and F37) are under review by the Board of Regents and a Segregated Fee Policy Review Committee. If the Board does not pass student-friendly policy, the administration could block funding for student organizations and services that students care about all across the UW System,
THEREFORE BE IT RESOLVED, That the United Council of UW Students requests the following principles be used in the creation of the new segregated fee policy,
1. There should be no new restrictions on what segregated fees can be used to fund.
2. The students' recommendation for segregated fee allocation will only be rejected/amended if it is in violation of the law or existing University policy.
3. There should be increased opportunities for the campus administration and student government to discuss segregated fee allocations before they are finalized.
4. There should be increased student involvement in the non-allocable segregated fee process, at a minimum fully implementing the recommendations regarding student input contained in the Office of Operations Review and Audit report "UW Segregated Fees: Policies, Practices, and Student Participation."
THEREFORE BE IT FURTHER RESOLVED, that upon passage of this resolution a copy is sent to all members of the Segregated Fee Policy Review Committee, the Board of Regents, the UW System President, the Governor of Wisconsin, the Attorney General of Wisconsin, and all
UW Chancellors and UW College Deans, & Student Government Association Presidents;

GA 1007-04 Students Rights Coalition
WHEREAS, United Council supports the Student Rights Coalition Statement of Principles for Merging UW System Fiscal and Administrative Policy Papers FAP 20 and FAP 37.
WHEREAS, Wisconsin Statue 36.09 (5) vests students with the primary role in decisions affecting student life and the responsibility to determine how allocable segregated fees will be spent;
WHEREAS, the purpose of United Council is to protect and defend the quality of higher education in the University of Wisconsin System.
WHEREAS, the current regulations on segregated fees allow students to determine the needs of the student body and to allot funds as they deem necessary.
WHEREAS, students are in the best position to know what the student body needs to enhance their educational experience. And if the current regulations are amended to restrict students' ability to allocate
segregated fees as they deem appropriate, the quality of education would be lowered.
WHEREAS, students do want to ensure that segregated fee allocations do fit in line with existing UW System policy and state law.
THEREFORE BE IT RESOLVED, that United Council opposes any new restrictions on what segregated fees can be used to fund.

LQ1007-02 Establishing a System-wide Committee Dealing with Issues Concerning Trans, Gender Variant, and Gender Non-conforming Students
WHEREAS, United Council of University of Wisconsin Students has a commitment supporting all members of the University of Wisconsin community,
WHEREAS, both the United Council of UW Students and the University of Wisconsin System include gender identity and expression in governing policy documents regarding non-discrimination,
WHEREAS, campus climate is often hostile and unsafe towards trans, gender variant, and gender non-conforming students,
WHEREAS, cisgender students, students whom experience alignment between their gender identity and assigned sex, remain uneducated and unaware of the issues trans, gender variant and gender non-conforming students encounter on a daily basis within the University of Wisconsin System,
BE IT RESOLVED, that a University of Wisconsin System Committee be formed to address the issues concerning trans, gender variant, and gender non-conforming students,
BE IT FURTHER RESOLVED, that this committee shall be comprised of faculty, staff, and students; faculty and staff shall comprise one half of the committee with students comprising the other half of the committee; and shall be chaired by the LGBTQ Issues Director,

LG 1007-01 Support of Senate Bill 238
WHEREAS, under current state law, the University of Wisconsin System (UW System) and the Technical College System (TCS) may not deny to a student admission to participation in, or the benefits of, or discriminate against a student in any service,
WHEREAS, under current federal law, a college, university, or other postsecondary institution, including a private postsecondary institution, may not exclude a student from participation in, deny a student the
benefits of, or subject a student to discrimination under any program or activity receiving federal financial assistance,
WHEREAS, federal regulations specify that a postsecondary institution receiving federal financial assistance must ensure that no student with a disability is denied the benefits of, excluded from participation in, or otherwise subjected to discrimination because of the absence of educational auxiliary aids for students with impaired sensory, manual, or speaking skills,
THEREFORE BE IT RESOLVED, the TCS Board and the Board of Regents of the UW System be directed to jointly to do all of following:
1) Subject to the availability of funds, establish at a location that best meets the needs of students with disabilities enrolled at institutions or college campuses within the UW System or at technical colleges within the technical college system (institutions of higher education) a state repository for the purpose of collecting instructional materials in electronic and alternative formats and facilitating timely access to those materials be students with disabilities. "Student with a disability" is defined in the bill as a student who is blind or visually impaired, or who has a specific learning disability or other disability affecting the activity of reading, and who needs reasonable accommodations to read. "Alternative format" is defined in the bill to mean Braille, large print texts, audio recordings, digital texts, digitals talking books, or any other medium or format for the presentation of instructional materials, other than standard print, that a student with a disability needs to make those materials accessible to the student.
2) Develop policies and procedures to ensure to the maximum extent possible that a student with a disability has access to instructional material in an appropriate alternative format within the first week of the class for which the material required.
THEREFORE BE IT FURTHER RESOLVED, under the bill, if a state repository is established, the state repository is required to serve as the central point for processing all requests for instructional materials in electronic format or alternative format from institutions of higher education and, in performing that function, to do all of the following:
1. Compile and maintain a collection of instructional materials in electronic format and alternative format received from publishers, institutions of higher education, and other sources.
2. Receive requests for instructional materials in electronic format or alternative format from institutions of higher education.
3. If the instructional material requested is available in the state repository's collection or is otherwise available to the state's repository, provide a copy of the instructional material to the requester.
4. If the instructional material requested is not available in the state repository's collection or is otherwise not available, request the publisher to provide the instructional material in electronic format and obtain permission from the publisher to convert or arrange for the conversion of that instructional material into an alternative format.
5. Receive instructional material in electronic format from publishers, convert or arrange for the conversion of that instructional material into an alternative format, and provide that alternative format version to the requesting institution of higher education at no additional cost.
THEREFORE BE IT FURTHER RESOLVED, if a state repository is established, the bill permits an institution of higher education, on behalf of a student with a disability, to request the state repository to
provide instructional material in electronic format or alternative format by submitting a request to the state repository. The bill requires the state repository to satisfy the request either by providing a copy that
is available in the state repository's collection or is available to the state repository or, if a copy is not available from those sources, by requesting the publisher to provide the material in electronic format. If it is necessary for the state repository to request instructional material in electronic format from the publisher, within 15 working days after receipt of the request the publisher must provide the instructional
material to the state repository at no additional cost.
THEREFORE BE IT FURTHER RESOLVED, under the bill, a request for instructional material in electronic format must certify that:
1) A copy of the instructional material in a standard format has been purchased for use by a student with a disability;
2) The student has a disability that prevents the student from using instructional material in a standard format; and
3) The instructional material is for use by the student in connection with a course at the institution of higher education in which the student is enrolled.
In addition, the publisher may require the student to sign a statement agreeing that the student will use the electronic copy of the instructional material solely for his or her own educational purposes and that the student will not copy or distribute the instructional material for use by others,
THEREFORE BE IT FURTHER RESOLVED, under the bill, instructional material provided by a publisher in electronic format must: 1) maintain the structural integrity of the original instructional material, which means that all of the information provided in printed instructional material, including the text of sidebars; the table of contents; chapter headings and subheadings; footnotes; indexes; glossaries;
bibliographies; non-textual elements, such as pictures, illustrations, graphs, charts, and screenshots; and any other data that are pertinent to the instructional material, is included when that printed instructional
material is provided in electronic format; 2) be compatible with commonly used Braille translation or speech synthesis software; 3) include corrections and revisions as necessary; and 4) be in an electronic format that is mutually agreed to between the publisher and the requester or, if the publisher and the requester do not agree to a format, be in a format that is suitable for the creation of instructional material in an alternative format and that maintains the structural integrity of the original material as much as possible,
THEREFORE BE IT FURTHER RESOLVED, the bill permits an institution of higher education to use instructional material in electronic format provided under the bill solely to convert that material into an
alternative format. The bill also permits an institution of higher education that converts instructional material into an alternative format to share the alternative format version of the material with the state
repository, with any other institution of higher education that is serving a student with a disability, or with an entity that is authorized under the federal Copyright Act to reproduce and distribute previously published works in alternative formats exclusively for use by persons with disabilities and that commonly provides instructional materials in alternative formats to students enrolled in institutions of higher
education,
THEREFORE BE IT FINALLY RESOLVED, current law prohibits any person from denying to another the full and equal enjoyment of any public place of accommodation or amusement because of disability
(public accommodations law). This bill provides that a publisher of instructional material is considered to be a public place of accommodation or amusement and that any publisher that refuses to provide instructional material as required under the bill is in violation of the public accommodations law.

LQ 1107-01: Resolution to Establish Safe Space Trainings Across the UW System
WHEREAS, UW System is a University dedicated to Higher Education and equal access, and LGBTQ Students are subject to discrimination and harassment; and
WHEREAS, the discrimination and harassment that LGBTQ Students face prevents their full participation in the UW System; and
WHEREAS, education of the UW System Community (including students, staff, and faculty) can reduce the amount of discrimination and harassment LGBTQ students face within the UW System; and
WHEREAS, Safe Space Trainings are a means to educate the UW System Community about the LGBTQ Community and a way to provide accurate information about the LGBTQ Community;
and
BE IT RESOLVED, that UW System will require all UW Campuses to provide a mandatory Student Safe Space Training during Freshman and Transfer Student Orientations in the fall and a mandatory Safe Space Training in the spring for new incoming students; and
BE IT FURTHER RESOLVED, that all faculty and staff attend a mandatory Safe Space Training specifically geared toward professionals at least once every two years; and
BE IT FURTHER RESOLVED, that the LGBTQ Issues Director will interface with individual campuses to establish a Safe Space Training Program and guidelines; and

Housing Policy with Regard to LGBTQ Issues.
WHEREAS, UW system has many unique residential campuses; and

WMLG 1207-01: Protection through Affordable Access Act
WHEREAS, the Deficit Reduction Act of 2005 took effect in January 2007,
WHEREAS, this legislation resulted in an overwhelming increase in the cost of hormonal birth control for college students and low- income people,
WHEREAS, birth control is a necessity for many students, and many uninsured students cannot afford full retail cost,
WHEREAS, denying students access to birth control is tantamount to denying access to higher education,
WHEREAS, the Protection Through Affordable Access Act moves to restore funding for colleges and clinics that offer low-cost birth control,
THEREFORE BE IT RESOLVED, that United Council supports the Protection Through Affordable Access Act (S.B. 2347 and HR 4054),
THEREFORE BE IT FURTHER RESOLVED, United Council will sign onto a national coalition letter of support for said legislation addressed to Majority Leader Reid and Chairman Baucus/ Speaker Pelosi and Chairman Dingell; and
THEREFORE BE IT FURTHER RESOLVED, United Council member campuses shall participate in writing Op/Eds and Letters to the Editor, compiling a petition, organizing in a call-in day on Weds. December 5, passing resolutions of support through individual Student Government Associations, and setting up in district lobby visits; and

WHEREAS, United Council has taken a stance in support for Compassionate Care for Rape Victims bill in its original form multiple times and does support the Gundrum amendment,

WM/UA 1207-01: Resolution to Include Sexual Harassment and Assault Awareness in Incoming Student Orientations
WHEREAS, every two and a half minutes somewhere in America, someone is sexually assaulted,
WHEREAS, one in four college women are sexually assaulted while in school,
WHEREAS, the most vulnerable population on campus to sexual assault is female students in their freshman year,
WHEREAS, in 2004-2005, there were an average annual 200,780 victims of rape, attempted rape or sexual assault in he United States,
WHEREAS, about 80% of rape victims are under age 30,
WHEREAS, the majority of assailant do not understand that they have committed sexual assault,
WHEREAS, victims may not always be women and assailants may not always be men,
WHEREAS, sexual assault is one of the most underreported crimes, with more than half still being left unreported,
WHEREAS, UW Schools are required to report national Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act to students and may not provide and adequate communication of these statistics to students; and
WHEREAS, most UW Schools do not offer sufficient awareness workshops or information as part of freshmen orientation,
WHEREAS, that the United Council of UW Students believe this is a problem,
THEREFORE BE IT RESOLVED, that all UW Schools shall include sexual harassment and assault awareness as part of freshman, transfer, exchange orientations and the like, via Verbal & Written Communication including:
1. Campus-specific Statistics (with specifically defined parameters)
2. City-wide statistics
3. National Trends
4. Definitions for sexual Assault (including alcohol & drug facilitated sexual assault) & sexual harassment as well as consent/ positive consent
5. Outline campus policies for reporting sexual assault and harassment
6. Outline campus resources available within campus, city, and county for victims
7. Education should be targeted towards all incoming students regardless of gender,
THEREFORE BE IT FURTHER RESOLVED, the Gender and Women's' Issues Director shall research current and best practices surrounding sexual assault and harassment education, as well as to aid in the implementation of these practices on campus,
THEREFORE BE IT FURTHER RESOLVED, the Gender and Women's' Issues Director shall forward this resolution to the Board of Regents, the UW System President, all UW Chancellors and Deans, all Student Government Presidents, and the Governor of Wisconsin,
THEREFORE BE IT FINALLY RESOLVED, that implementation shall be in place for orientation in the Fall of 2008.

EI 1207-02: Resolution to Incorporate Fair Trade Products into the University of Wisconsin System
WHEREAS, Fair Trade ensures a living wage, humane working conditions, no child labor and environmental sustainability,
WHEREAS, This is important to all UW campuses because the nation's institutions of higher education have a unique role to play in fostering new knowledge, evaluating policies, and discovering new technologies to address the persistent and often linked environmental, social,
and economic problems that exist,
THEREFORE BE IT RESOLVED, That member schools of United Council pledge to make it standard policy to serve Fair Trade Certified foods whenever possible and appropriate throughout campus and at university-hosted functions,
THEREFORE BE IT FINALLY RESOLVED,That this resolution be passed onto all Student Government Presidents at every UW System Campus for consideration and implementation by the governing body.

EI 1207-03: Resolution in Support of the State of Wisconsin Heating Plant Environmental Improvement Agreement
WHEREAS, the agreement requires immediate and comprehensive review of all state-owned heating plants statewide to assure compliance with state and federal environmental standards,
WHEREAS, the UW System currently contributes significant amounts of carbon emissions from the coal powered heating plants,
WHEREAS, students and surrounding citizens alike are directly affected by air and water pollution from these UW System facilities,
WHEREAS, it is the responsibility of United Council to protect UW students from harmful emissions,
WHEREAS, this is a good opportunity for the UW System to encourage other facilities to adhere to environmental standards and further pioneer clean energy solutions,
THEREFORE BE IT RESOLVED, that the General Assembly directs the Executive Director of
United Council to send this resolution to the presidents of the Department of Natural Resources, the Department of Administration, and the UW System,
THEREFORE BE IT FINALLY RESOLVED, that the Executive Director should write a letter in support of the State of Wisconsin Heating Plant Environmental Improvement Agreement to accompany this resolution.
